It's not. Note: it does not say "Would you have your feet ALWAYS sound like..." It is the same as saying, "Would you BE ABLE to fly..." the ability of which, if you never want to fly, is at worst a neutrality. Likewise here. And if you were in a fight, it would be intimidating, especially if you had to charge at someone/something, or if you wanted to make jogging interesting and/or wanted some music and did not have your earbuds/iPod. SO you may vote NO, but consider all the vast options!

Still, I think that most times that you will think its a good time to use this power and immediately regret as you have not only brought all attention to yourself but also probably irritated anyone near you. Meaning I still believe this is overall two penalties.

Except when you really need drumfeet. If you fly in glass houses, that doesn't mean flying is a penalty. You just gots to know when to use your superpower. Something you never use cannot be a certain penalty. Unless, you were to say, the fact that you don't even get a good superpower is, in itself, like an ADDITIONAL penalty. That I would understand. Pardon me while I go make my own stomping band!
